South Florida-based Affiliated Development and the City of West Palm Beach are joining forces to develop The Spruce, an 8-story, 270-unit apartment building featuring 2,330 square feet of retail space for a café and garage parking. Designed by Fort Lauderdale-based Rinka, the project at 2501 Spruce Avenue recently received approval from the West Palm Beach City Commission for a site plan review that endorses a partnership agreement between the City’s Housing & Community Development department and the locally-based developer for workforce housing incentives. As part of this collaboration, the developer will benefit from $2.5 million in grant proceeds dispersed over a three-year period, in addition to fee waivers and reductions offered by the department.
Situated on Spruce Avenue between 24th and 25th Streets, The Spruce is poised to offer 270 apartments, and residents will be treated to a wealth of amenities, including a rooftop pool, a sports bar-themed “pub room,” a co-work lounge, a well-equipped fitness center with an integrated spin/yoga studio, a pickleball court, and a gated off-leash dog park. Of the project’s 270 units, 80 will be restricted to households earning 100% of the Area Median Income, with an additional 10 units designated for those earning 80% of the Area Median Income. With rental prices starting at $1,380 per month, The Spruce promises to offer a unique and vibrant living experience in West Palm Beach.
“Affiliated Development is committed to addressing South Florida’s workforce housing crisis,” says Affiliated Development President Nick Rojo. “With the influx of new residents and businesses flocking into West Palm Beach, there couldn’t be a more critical time for us to build this type of product.”
The Spruce marks the second collaboration between Affiliated Development and the City of West Palm Beach, further emphasizing their commitment to addressing the region’s housing needs. Their first joint venture, The Grand, is a 309-unit mixed-use development situated off Rosemary Avenue in the Historic Northwest neighborhood of downtown West Palm Beach. With its doors set to open in May, this $85 million project represents the single most significant investment in the Historic Northwest neighborhood to date. The Grand has designated 204 units for workforce housing, catering to the city’s increasing demand for high-quality living options at affordable rates. Palm Beach County is currently grappling with a housing affordability crisis. Nearly 60% of renter households are cost-burdened, making it one of the least affordable places to live in the United States. Developments like The Spruce and The Grand showcase the power of public-private partnerships in addressing these pressing issues.
“This is an example of public-private partnership at its best. I am proud that we are adding 284 additional workforce housing units to our great City, which means workers will have affordable housing close to work,” says Mayor Keith James. “I am excited to share that we have surpassed our goal of 600 units in my first four-year term, and we will continue to push forward our vision to deliver even more units of workforce/affordable housing for our residents and growing community.”
In January 2020, Mayor Keith James unveiled the ambitious “300 in 3” Vision for Workforce/Affordable Housing, spearheaded by the city’s Housing and Community Development department. The initiative initially aimed to bring 300 workforce and/or affordable housing units to West Palm Beach by 2023. However, recognizing the pressing need for more attainable housing options, Mayor James has since doubled the goal to “600 in 3” to add 600 units of workforce housing for the city’s residents. Developments like The Spruce and The Grand play a crucial role in achieving this target, demonstrating how collaboration between public and private sectors can significantly impact affordable housing availability and improve community living conditions.
“This type of development is not possible without the support of Mayor James and the City Commission,” explained Jeff Burns, CEO of Affiliated Development. “West Palm Beach’s leadership has been incredibly proactive in addressing this crisis. Their efforts will have an overwhelmingly positive impact on the quality of life for the city’s residents for years to come.”
Affiliated Development expects to commence construction on The Spruce this fall.
