454-Unit, 28-Story Tower Proposed Under Live Local Act in Little River, Miami

Developers 8038 and 165 Owner LLC, an affiliate of New York- and Miami-based Infinity Collective, and Miami-based MVW Partners, have proposed a residential development in Miami’s Little River neighborhood under the state’s Live Local Act. The city’s Urban Development Review Board is reviewing the application for the 2.17-acre site at 165 Northeast 80th Terrace and 8038 Northeast Second Avenue. The developers secured the property, formerly an AT&T telecommunications facility, for $13.36 million in 2022. The project is designed by the Miami-based architect firm Arquitectonica.

Leveraging the Live Local Act, the proposed development would significantly exceed the current zoning limits, which allow for 325 units across eight stories. The legislation permits developers to bypass local height and density restrictions in exchange for dedicating at least 40% of the new units as workforce housing, targeting residents earning up to 120% of the area’s median income.

Infinity Collective’s proposal features a 28-story building with 454 apartments, of which 40% will be designated as workforce housing. The project also includes 19,900 square feet of commercial space and 697 parking spaces, totaling 693,203 square feet. The application indicates that while Miami permits a maximum density of 1,000 units per acre, and the tallest building within a mile is 48 stories, this project aims for a more measured density in line with the Live Local Act’s provisions.

“We are very grateful for the forward-thinking Live Local Act legislation that properly positions developers to address the unquestionable need for workforce housing in South Florida,” said David Berg, a partner at Infinity Collective. “The additional height, density, and developable square footage enhance the prospect of successfully delivering housing to combat the workforce shortage that has materialized in particularly our urban cores.”

Berg emphasized the strategic location of the Little Haiti site along the commercial corridor between 79th Street and 85th Street, expected to boost demand for local retail and dining. The ground floor will feature retail spaces, a coworking area, and a dog wash, while the eighth floor will house an amenity deck with a pool, sports court, gym, entertainment room, dining room, and kids’ room.

Residential units will commence on the second floor, with workforce units ranging from 410-square-foot studios to 667-square-foot one-bedrooms, and market-rate units spanning from 581-square-foot one-bedrooms to 1,162-square-foot two-bedrooms. Berg noted the comparable sizing of workforce and market-rate one-bedroom units.

Construction is anticipated to begin in the second quarter of 2025.
