Construction has started on Fairfield Avenue Apartments, St. Petersburg’s largest affordable housing project in its history.
The venture will comprise four buildings: two five-story buildings, a six-story building, and a communal clubhouse. The 264 homes will be designated for households earning 50 to 120 percent of the area median income (AMI). By Pinellas County’s income standards, a four-person household could earn between $52,150 to $125,150 annually to qualify.

The City of St. Pete shares that of the 264 homes, 74 will be one-bedroom units, 162 will be two-bedroom units, and 28 will be three-bedroom units. Amenities at Fairfield Avenue Apartments will include computer labs, children’s playgrounds, a swimming pool, and bike parking spots.
HP Capital Group is the developer. An affiliate of the company, Fairfield Avenue Apartments LLC, purchased the community’s 6.9-acre property for $6.2 million late last year. Tibbetts Lumber Company was the seller. The family-owned business had occupied the property since the 1970s. Fairfield Avenue Apartments has been in the works since 2022, when Florida YIMBY first shed light on the venture.
KAST Construction is the general contractor. The firm intends to finish the project sometime in 2028. Fairfield Avenue Apartments will replace the Tibbits’ lumberyard at 3300 Fairfield Avenue South, St. Petersburg, FL, 33712, in Pinellas County.
