A luxury housing development filed under the Live Local Act is nearing the end of construction in Largo.
Caspia is set to comprise 240 apartments, 40 percent of which (96) will be designated as affordable housing; qualifying households could earn no more than 120 percent of the area median income (AMI). Units not earmarked as affordable housing will be market-rate residences. Apartments.com currently lists rent for Caspia ranging from $1,675 to $2,630 a month.
Homes in the first phase will range from one-bedroom to two-bedroom layouts, measuring 768 to 1,204 square feet. In-unit features include stainless steel appliances, granite countertops, and chef-inspired kitchens.

Amenities at Caspia will include (but aren’t limited to) a resort-style swimming pool with outdoor grilling stations, a clubhouse, and a communal work-from-home office equipped with private workstations.
Trammel Crow Residential is the developer. The firm purchased the project’s 9.5 acres for $7 million in 2025. HLR Architects designed the community. B +C Studio Inc. is the landscape architect, and Kimley-Horn and Associates is the civil engineer. Vertical Earth is the general contractor.
