Construction Permits Filed For Two-Tower Biscayne 18 Development In Edgewater, Miami

Biscayne 18 is advancing toward construction at 1825 Biscayne Boulevard in Miami’s Edgewater neighborhood as Melo Group has filed a series of construction permit applications with the City of Miami alongside new Federal Aviation Administration filings. Designed by G3AEC, the two-tower mixed-use development received approval from the Urban Development Review Board in June 2025 and is planned to rise 45 stories, or approximately 465 feet, on a more than one-acre assemblage assembled by the developer in 2019.

According to the project’s master building permit, Biscayne 18 will yield 1,178 residential units evenly divided between the two towers, with 589 apartments in each building. The podium will contain 17,670 square feet of professional office space, 26,860 square feet of retail, and a 10,150-square-foot banquet and event hall. Plans also include 1,472 parking spaces within the development.

Floridian Development recently reported that construction costs are estimated at approximately $321 million and that Melo Contractors Corp. is serving as the general contractor. Additional permit applications have also been filed for site work and piling, tree removal, and phased vertical construction, reflecting continued progress through the pre-construction permitting process.

While the FAA applications request authorization for structures reaching 490 feet, architectural drawings and City of Miami permit documents continue to identify the towers at approximately 465 feet. It is common for developers to seek FAA approval for heights exceeding the final architectural elevation, providing additional flexibility throughout the design and construction process.

Once completed, Biscayne 18 will offer one-, two-, and three-bedroom residences alongside an extensive amenity package. The development will occupy a long-vacant stretch of Biscayne Boulevard in Edgewater, positioned just north of the Arts & Entertainment District and within close proximity to Margaret Pace Park and Downtown Miami
