Demolition Permit Issued for 14 ROC Site in Miami’s Arts & Entertainment District, Construction Permit in Progress for 32-Story Tower

A total demolition permit has been issued for the site of 14 ROC, a planned 32-story residential tower at 125 NE 14th Street in Miami’s Arts & Entertainment District. Miami-Dade County records show that a construction permit is currently in progress, paving the way for vertical development. The project is being developed by GFO Investments and will rise 395 feet, with design by RSP Architects and interiors by MAWD | March and White Design. Urban Robot Associates is listed as the landscape architect.

14 ROC will yield 283 fully furnished condominiums approved for short-term rentals, catering to both end users and investors. The building offers studio, one-, and two-bedroom layouts ranging from 417 to 951 square feet, with all residences featuring 10-foot-high ceilings, floor-to-ceiling sliding glass doors, and private balconies. Homes will be delivered fully finished and furnished, with interiors curated by MAWD. Pricing begins at approximately $569,000 for studios, $651,000 for one-bedrooms, and $973,000 for two-bedroom units. The average price per square foot is approximately $1,200, according to MiamiResidential.com.

Residences will include imported European-style kitchen and bathroom cabinetry, Monogram appliances, stone countertops and backsplashes, frameless glass showers, and deep soaking tubs. Each unit will also be equipped with energy-efficient HVAC systems and smart building wiring for high-speed internet and HD television access.

The project will offer more than 25,000 square feet of amenities across two floors and the rooftop. These include a rooftop pool with views of Biscayne Bay and the Miami skyline, a fifth-floor bar and grill terrace, a coworking lounge, private meeting rooms, a fitness center, yoga terrace, sauna, steam room, experience shower, poker and karaoke rooms, a theater, a kids playroom, and a resident entertainment lounge with an open kitchen. The building will also feature a double-height lobby with floor-to-ceiling windows, 24-hour reception and security, and high-speed passenger elevators.

In October 2024, the developer secured FAA height approval for the tower and finalized a utility deal to connect the project to Miami-Dade’s water and sewer systems. By March 2025, more than 20 percent of units had been sold, prompting a conversion of reservations into formal contracts. Sales launched in July 2024 and are being led by Cervera Real Estate.

The site spans multiple parcels between NE Miami Place and NE 1st Avenue, in close proximity to the Adrienne Arsht Center, the Brightline station, and the future 33-acre Underdeck Park. The development is part of Miami’s growing Signature District and benefits from access to mass transit and nearby cultural institutions.

Completion is anticipated for the second quarter of 2028.
