Gallery at Wagner Creek, LLC and RUDG, LLC, both affiliates of Related Group, have filed an Administrative Site Plan Review (ASPR) application with Miami-Dade County for Gallery at Wagner Creek, a two-phase mixed-use development planned for the Jackson Medical Towers site at the southwest corner of NW 16th Street and NW 12th Avenue. Advanced in partnership with the Public Health Trust of Miami-Dade County, the project will rise within the Rapid Transit System–Development Zone (RTZ) SMART Corridor Subzone, placing it under county zoning jurisdiction despite being located within City of Miami limits.
The site is currently improved with two medical office buildings and a surface parking lot directly adjacent to the UHealth/Jackson Metrorail Station. In February 2024, the Public Health Trust issued RFP No. 24-20750-KR seeking redevelopment proposals, and in January 2025 the Board of County Commissioners approved a ground lease granting site control to the applicants.
Phase one calls for a 27-story residential tower containing 460 units, 354 parking spaces, and 3,200 square feet of ground-floor commercial space, to be constructed on the northern portion of the property where surface parking exists today. A second phase covering the southern portion of the site will be submitted under a separate application at a later date.
The development is designed in line with the placement standards of the Mixed-Use Corridor District under SMART Corridor regulations but will utilize Florida’s Live Local Act for its entitlements. The statute permits up to 250 units per acre, equating to 825 units across the property, of which 460 are included in this first phase. At least 40 percent of residences will be reserved as affordable for a period of no less than 30 years, in compliance with state law.
Height is also derived from the Live Local Act, which allows development up to the tallest permitted residential or commercial structure within one mile of the property. Located less than half a mile from the RTZ–Santa Clara Subzone, where height is only limited by the Miami-Dade Aviation Department, the project qualifies for significant vertical construction.
David O Landscape Architecture is listed as the landscape architect, Schwebke Shiskin + Associates is serving as the civil engineer, and Langan is providing traffic consulting services.
If approved, Gallery at Wagner Creek would bring a substantial infusion of affordable and workforce housing to Miami’s Health District while supporting transit-oriented development adjacent to the UHealth/Jackson Metrorail Station.
The project is likely being led under Related Urban Development, Related Group’s dedicated affordable and workforce housing arm, as reflected in the RUDG, LLC affiliate.
