80-Unit ‘Heritage Oaks’ Ends Construction at 13060 Washington Drive, Largo, FL

Construction has officially ended on the first phase of the Rainbow Village redevelopment project in Pinellas County. Florida YIMBY first reported on the venture, Heritage Oaks, in 2024.

The 80-unit affordable housing development broke ground 20 months ago, and it comprises one-bedroom and two-bedroom homes. Residency is reserved for seniors 62 years and older earning up to 60 percent of the area median income (AMI). Rent currently starts at $1,507 for the one-bedroom units and $1,781 for the two-bedroom units.

All units come with central air conditioning, ceiling fans, and “open senior-friendly layouts,” according to Pinellas County. Additionally, there are two types of bathrooms; one offers a shower and tub, the other is a roll/walk-in shower for individuals with disabilities.

The three-story Heritage Oaks offers a variety of communal amenities, including a fitness center, computer lab, and small dog park. Other offerings include a billiards room, laundry facilities, and community center. A future phase will feature a pickleball court. There are also 70 surface-level parking spots.

Heritage Oaks cost $31 million to build, with funds coming from both private and public entities. It replaced 48 duplexes and triplexes constructed in the late 1960s. Heritage Oaks is located at 13060 Washington Drive, Largo, FL, 33774, in Pinellas County.
