FAA Permits Reissued for 540-Foot Tower Planned at 601 N. Ashley Drive in Downtown Tampa

The Federal Aviation Administration has reissued permits for a proposed high-rise redevelopment at 601 N. Ashley Drive in downtown Tampa, confirming that the project’s approved height envelope remains unchanged after a change in ownership. On January 8, 2026, Bill Fleck of Stock Development refiled FAA permits for the site, covering a structure rising 540 feet above ground level, or 558 feet above mean sea level. The application received an immediate Determination of No Hazard to Air Navigation, issued the same day. According to project sources, the reapplication was required solely due to a change in sponsor following Stock Development’s acquisition of the property and did not reflect any modification to the previously reviewed height envelope.

The 0.97-acre site at 601 N. Ashley Drive is currently occupied by a 61,260-square-foot office building, which has been targeted for redevelopment since 2021. That year, the property was acquired by TLR Group for approximately $20 million. Under TLR Group’s ownership, plans were advanced for a mixed-use high-rise overlooking Curtis Hixon Waterfront Park, initially envisioned as a 43-story tower.

In 2024, TLR Group revised its proposal, increasing the tower’s height to 48 stories and significantly intensifying the residential component. The updated concept called for 600 apartments, up from 480, alongside 46,000 square feet of office space, reduced from 68,000 square feet, and 11,000 square feet of retail space, slightly down from earlier plans. Despite the revisions, the project did not advance to construction, and no vertical building permits were issued.

Later in 2024, the site was sold to Stock Development for approximately $40 million, resetting the project’s trajectory. Following the acquisition, Stock Development abandoned the prior rental-focused mixed-use concept and began advancing plans for a luxury condominium tower. The developer has indicated that the project remains in the design phase, with the finished residences expected to be comparable to other high-end condominium developments currently under construction nearby, including One Tampa and the Pendry Residences at Water Street Tampa. No architectural plans, unit counts, or construction timelines have yet been filed with the city.

The renderings currently associated with the site originate from the earlier TLR Group proposal and were designed by Arquitectonica. These images reflect a previous development concept and do not represent the current design work underway by Stock Development, which has not yet released updated renderings or confirmed its architect of record.

While construction and building observers have long anticipated a new tallest tower for Tampa, potentially one that would exceed the 600-foot threshold, the proposal at 601 N. Ashley Drive is not expected to reach that mark. The Federal Aviation Administration has determined that 540 feet above ground level, or 558 feet above mean sea level, represents the upper limit for the site, with any additional height resulting in a substantial adverse effect and triggering a Determination of Hazard to Air Navigation. Even so, the FAA permits confirm that another 500-plus-foot tower remains viable in the downtown core, adding vertical density to a skyline that has seen relatively limited high-rise expansion in recent decades.
