Developer Elmington Capital Group hopes to move forward with an affordable housing project in St. Petersburg.
Skyway Flats would measure five stories above grade and comprise 174 apartments: 28 one-bedroom homes, 100 two-bedroom homes, and 46 three-bedroom homes. One hundred and fifty-six homes would be available to households earning 30 to 80 percent of the area median income (AMI). At the time of publication, Pinellas County’s household income was $56,737.
The remaining 18 homes would be reserved for children transitioning from foster care to independent living. In-unit home features would include energy-efficient appliances, washers/dryers, and granite countertops.

St. Pete Rising reports that rent could be as low as $512 a month. Communal amenities at Skyway Flats would include a fitness center and community space, which would host financial literacy classes and offer additional social services.
As noted, Elmington Capital Group is the developer. The firm is seeking more than $50 million in funding from various entities, including Raymond James, SAIL Funding, and the Penny for Pinellas fund.
Skyway Flats is slated for 3600 34th Street South, St. Petersburg, Florida, 33711, in Pinellas County. It would occupy a 2.87-acre site that once served as the parking for the the Salterra assisted living complex, which has been temporarily closed since 2024.
