Construction is complete on Douglas Gardens Senior Health and Living, a 410-unit affordable senior housing community at 711 and 713 SW 88th Avenue in Pembroke Pines. Developed by McDowell Housing Partners and Miami Jewish Health, the more than $139 million mixed-income project was built by ANF Group and designed by REPRTWAR Architecture and Design, with Keith & Associates serving as engineer and landscape designer. Also known as Douglas Gardens IV, the development is the largest affordable senior housing community in Broward County and the second largest in Florida.
The community is designed for residents 55 and older, with apartments reserved primarily for seniors earning 30 percent and 60 percent of the Area Median Income, along with additional units at 100 percent AMI. The development contains studio, one-bedroom, and two-bedroom residences ranging from 565 to 1,005 square feet.

A 15,000-square-foot on-site PACE center is integrated into the development and operated by Florida PACE Centers, a subsidiary of Miami Jewish Health. The facility provides comprehensive medical and social services to Medicare and Medicaid-eligible seniors, allowing residents to receive care within the community. The program represents the state’s largest Program of All-Inclusive Care for the Elderly under one campus.

Financing for the development included tax-exempt bonds issued through the Broward County Housing Finance Authority, construction and permanent financing from Citi Community Capital, Low-Income Housing Tax Credit equity from CREA, LLC, and subordinate financing from the Broward County Housing Trust Fund. The capital structure reflects a multi-layered approach combining public and private sources.

Amenities at the property include a pond with walking paths, a fitness center, theatre room, business center, and multiple indoor and outdoor gathering spaces.

The broader project team includes ANF Group as construction manager, Keith & Associates as engineer and landscape designer, REPRTWAR Architecture and Design, and Jewel Toned Interiors as interior designer.

Douglas Gardens IV represents the third project completed through the partnership between McDowell Housing Partners and Miami Jewish Health. Since its founding in 2019, McDowell Housing Partners has secured competitive funding for 22 affordable communities, delivering more than 3,100 units across Florida and Texas, and earning a national ranking of 27th among affordable housing developers by Affordable Housing Finance magazine.
