Shuttered Hotel Could Be Replaced with Workforce Housing at 1940 Park Ave., Miami Beach, Florida

An affiliate of The Peebles Corp. wants to proceed with a workforce housing development in Miami-Dade.

The venture would replace the shuttered Barclay Hotel, a 33,376-square-foot hotel that was constructed in the mid-1930s. It was later converted into the 66-unit Barclay Plaza Apartments, which was deemed structurally unsafe in 2014.

In the hotel’s place would rise a six-story building featuring 105 workforce housing units. Miami-Dade County currently defines workforce housing as housing reserved for tenants earning within 60 to 140 percent of the area median income (AMI). Miami’s AMI was $87,200 as of 2025. The mid-rise building would also host 1,000 square feet of retail and just over 1,800 square feet of amenities.

1940 Barclay Partners LLC is the developer. The firm responded to a request for proposals in 2022 to build workforce housing on the Barclay Hotel site. The City of Miami Beach acquired the property for $5.46 million in 2015.

Part of moving forward with the 105-unit project requires the developer to get a rezoning approval that would expand the number of allowable units from 100 to 180.  The 105-unit project is set for 1940 Park Ave., Miami Beach, Florida, 33139, in Miami-Dade County.
