In 2025, Florida YIMBY reported that developer Atlantic Pacific Cos. intended to proceed with the second phase of Culmer Place, an affordable housing venture in Miami-Dade County. Now, about a year later, the Boca Raton-based firm has plans for a third phase.
The latest phase, Culmer Gardens on 5th, would measure seven stories above grade and feature 250 studio and one-bedroom apartments. Of the 250 homes, most (200) would be designated as affordable housing, while the remaining would be market-rate units.

Miami-Dade County defines affordable housing as housing intended for households earning at or below 140 percent of the area median income (AMI).
While information about Culmer Gardens on 5th is still evolving, sources share that the venture will host 106 parking spots, 24 of which would be in a covered garage. Construction started on the first phase in 2024 and is nearing completion; ground has not yet broken on the second phase.
Culmer Gardens on 5th would replace a housing development that was constructed in the 1980s. It currently has 34 public housing units. The third phase is planned for the 3.14-acre site at 451 N.W. 5th St., 525 N.W. 5th Ave., and 429 N.W. 6th St., Miami, Florida, 33136, in Miami-Dade County.
