McDowell Housing Partners (MHP) has broken ground on Ekos at Rockledge Park, a $38.2 million affordable housing development at 1505 Cogswell Street in Rockledge, Florida. The five-story residential building will contain 100 apartments designated for households earning between 30 and 70 percent of the Area Median Income (AMI). The development marks the Miami-based firm’s first project in Brevard County and its 18th affordable housing development to begin construction in Florida since 2019.
A groundbreaking ceremony was held on October 6, 2026, with Rockledge Mayor Thomas J. Price, Deputy Mayor Frank T. Forester, City Council members Michael A. Cadore Sr., Sammie Brown Martin, Duane A. Daski, and Tara L. Connor in attendance, alongside representatives from McDowell Housing Partners.

Ekos at Rockledge Park will comprise 70 one-bedroom, 25 two-bedroom, and five three-bedroom apartments, with floor plans ranging from 671 to 1,162 square feet. Residential interiors will feature kitchens equipped with full-size stainless steel appliances, granite countertops, contemporary cabinetry, luxury vinyl tile flooring, private balconies, and washer and dryer hookups.
The development will accommodate households across several income brackets, with 15 percent of the apartments reserved for extremely low-income households earning 30 percent of AMI, 40 percent designated for households earning 60 percent of AMI, and the remaining 45 percent allocated to households earning 70 percent of AMI.
Residential amenities will be centered around an internal clubhouse containing on-site management offices, a fitness center, a media and business center with computer workstations, and a multipurpose clubroom equipped with a kitchenette and game tables. Additional facilities will include a mailroom, package lockers, communal laundry facilities, and an outdoor shaded pavilion with seating areas.
The building is planned to achieve certification under the National Green Building Standard, incorporating energy-efficient features intended to reduce utility consumption and operating costs. Apartments will be equipped with ENERGY STAR-rated appliances, low-flow plumbing fixtures, impact-resistant windows, and LED lighting.

Financing for the $38.2 million development includes tax-exempt bonds, $10 million in Community Development Block Grant Disaster Recovery (CDBG-DR) funding, and four percent noncompetitive Low-Income Housing Tax Credits (LIHTC), with financing resources issued or administered through the Florida Housing Finance Corporation. Bank of America is serving as the project’s tax-credit investor and construction lender, while Cedar Rapids Bank & Trust is providing long-term permanent financing.
Ekos at Rockledge Park is expected to reach completion in the first quarter of 2028.
