Miami’s Urban Development Review Board has approved plans with conditions for two residential towers rising 25 and 20 stories at the Magic City Innovation District in Miami’s Little Haiti neighborhood. The proposed development would occupy a combined 1.8-acre site at 225 and 275 NE 60th Street, bringing 553 rental apartments, ground-floor retail space, and structured parking to the nearly 18-acre mixed-use district. Plaza Equity Partners and Dragon Global, led by Bob Zangrillo, are developing the project, with Arquitectonica serving as the architect. The board’s October 21, 2026 review included conditions addressing facade articulation, exterior screening, and construction of a planned pedestrian promenade.
The two buildings represent the latest proposed addition to the larger Magic City Innovation District, which encompasses nearly 18 acres in Little Haiti. Previous proposals for the district have included an office tower and a separate residential tower, neither of which has commenced construction. These two residential buildings would be built in separate phases.

The taller, 25-story building would contain 267 residential units and rise 303 feet to its architectural top, with a maximum height of 313 feet. The adjacent 20-story building would contain 286 units and reach 249 feet to its architectural top, or 259 feet at its highest point. Both buildings would accommodate a mixture of studio, one-bedroom, two-bedroom, and three-bedroom apartments, all designated as rental units.
Arquitectonica’s design features rectilinear massing composed of interlocking volumes, with white horizontal and vertical framing elements defining the buildings’ elevations. The exterior incorporates predominantly stucco finishes, floor-to-ceiling glazing, and projecting glass-railed balconies. The arrangement of framed volumes creates variations in facade depth and establishes a series of setbacks across the towers.

Both towers would rise above a connected parking podium incorporating corrugated metal mesh screening and sections of vegetated walls. The podium’s exterior treatment contrasts with the more uniform arrangement of the residential floors above. Parking would be distributed across multiple podium levels and a shared basement level, providing a combined 718 spaces.
At ground level, the development would introduce approximately 24,387 square feet of retail space along NE 60th Street and a proposed pedestrian passageway known as Les Bureaux Promenade. The landscaped corridor would incorporate public art installations, seating areas, widened pedestrian walkways, and planted areas, connecting the buildings with future portions of the larger district.

Preliminary architectural drawings also indicate several outdoor amenity areas distributed throughout the development, including swimming pools, landscaped terraces, resident lounges, and barbecue facilities. A complete amenity program has not yet been announced.

The board approved the proposal with three design and construction conditions. These include introducing subtle breaks along the interior facades, removing faux planting from the facade screening, and constructing the full width of the proposed promenade concurrently with the building. The conditions address the treatment of the podium and tower elevations, as well as the timing of pedestrian infrastructure within the district.
The proposal forms part of the broader Magic City Innovation District redevelopment, which has faced community opposition over concerns about displacement and gentrification in Little Haiti. Previous negotiations between the developers and the City of Miami resulted in an agreement establishing the Little Haiti Revitalization Trust, with the development team committing $31 million in payments over 30 years to support neighborhood investment, affordable housing initiatives, and local businesses.
