First & Fifth: 45-Story Mixed-Use Tower Submitted to UDRB for Approval in Downtown Miami

A 45-story mixed-use development, First & Fifth, has been submitted to Miami’s Urban Development Review Board (UDRB) for approval. Designed by ODP Architecture & Design and proposed by developer Oak Row Equities under the 49 NW 5TH STREET LLC, the 495-foot-tall tower is planned for 49 NW 5th Street and 50 NW 6th Street in Miami’s Overtown neighborhood. The project will span 716,215 square feet and incorporate the historically designated Salvation Army Citadel building alongside new construction. The UDRB will consider plans for the project on January 15.

Oak Row Equities acquired the 49 Northwest 5th Street site in mid-2024, purchasing the property off-market for $38.5 million with seller financing. The site is located across from MiamiCentral Station, a major transportation hub for South Florida’s train systems.

The building will be 495 feet tall, with the project being developed with sustainability goals, aiming for National Green Building Standard (NGBS) Gold certification.

The proposal includes a five-story podium featuring retail and habitable spaces along its street frontages. The podium will also house 161 screened parking spaces within the structure. Above, the tower will provide 416,432 square feet of residential space across 526 units, alongside a range of amenities, including a pool, fitness center, and lounge. The ground floor will include 6,638 square feet of commercial space, activating street-level activity along NW 5th Street and NW 6th Street.

The Citadel building will undergo a complete restoration, including stucco repair, repainting, and window and door replacements, while the new tower will integrate architectural elements inspired by the Citadel’s Venetian Gothic design. The podium’s façade will feature pointed arches and intricate latticework, directly referencing the historic patterns of the Citadel and its connection to the Doge’s Palace in Venice. The rectilinear thresholds of the historic arches have been reinterpreted into a modern geometric language that wraps around the podium, creating visual cohesion between the old and new structures. A bronze metal panel garage screen with a perforated pattern, combined with a color palette of off-white stucco, dark gray accents, and vision glass elements, further ties together the historic and contemporary components of the development. The design enhances the streetscape while maintaining an inviting pedestrian experience.

The developer has submitted waiver requests to allow for above-ground parking within the second layer of the primary and secondary frontages. These areas will include art or glass treatments in compliance with Miami 21 guidelines, featuring a perforated metal screen inspired by the Citadel’s historic architecture. The screen will allow for natural ventilation while maintaining aesthetic consistency with the site’s historical context.

The project benefits from its location near major transit options, including Brightline, Metrorail, and Metromover stations, as well as nearby educational, governmental, and cultural landmarks. It exceeds Miami 21’s open space requirements and emphasizes pedestrian connectivity in its design.

First & Fifth’s design team includes Landscape Design Workshop for landscaping, Langan Engineering as the civil engineer, De Los Reyes Engineering, Inc. as the structural engineer, and Cosentini Associates overseeing MEP/FP engineering.
