Pre-Application Filed For 5-Story Affordable Housing Project At 6650 NW 26th Avenue In Miami

A pre-application filed on November 4, 2025, outlines plans for a five-story affordable housing project tentatively named Ruby Development at 6650 NW 26th Avenue in Miami’s Liberty City neighborhood. The filing was submitted by Tacolcy Economic Development Corp. (TEDC), which is partnering with the property owner to deliver the project. A pre-application meeting has been requested for November 13, 2025.

The proposal calls for a five-story residential building containing 20 affordable housing units in a mix of studios through two-bedroom layouts. Residences will range from 500 to 501 square feet for studios, 679 square feet for one-bedrooms, and up to 1,029 square feet for two-bedroom units. The project will occupy a 0.27-acre site that is currently vacant and is zoned North Central Urban Area District (NCUAD) within the Mixed-Use Corridor and Center sub-district, allowing a maximum height of 12 stories and a density of 90 dwelling units per acre—both of which the proposal complies with.

The development will feature an open space ratio of 18 percent and a floor area ratio (FAR) of 3.42, exceeding the district’s minimum requirements. While parking is not required under NCUAD regulations for multi-family developments on lots smaller than 15,000 square feet, eight off-street parking spaces are planned.

TEDC has requested clarification on frontage requirements, proposing NW 67th Street as the project’s primary frontage. The applicant is also seeking relief from a 10-foot side street setback along NW 26th Street, requesting a reduction to 7 feet, 2 inches to accommodate vehicular circulation and parking. Instead of pursuing a non-use variance, the developer proposes incorporating a colonnade design consistent with NCUAD standards, which would allow for a reduced setback.

According to property records, the site is owned by Ruby Mackey Milligan, from whom the project takes its tentative name. The proposed development reflects TEDC’s ongoing efforts to expand affordable housing opportunities within Miami’s urban core. The pre-application seeks administrative site plan review to advance the project.
