The Miami Beach Design Review Board has unanimously approved plans for a 330-foot waterfront condominium tower at 1250 West Avenue in South Beach. Designed by Hollywood-based ODP Architecture and Design and developed by Terra in partnership with RG Development Group and GV Development, the project is planned to replace the existing 15-story, 238-unit condominium building constructed in 1964 with a 106-unit luxury residential tower.
The approval follows the Miami Beach City Commission’s approval of an overlay zoning district last summer allowing for a 330-foot tower on the site. Terra and Michael Stern of JDS Development Group previously acquired the property for approximately $120 million in September, a transaction that included the nearby Bikini Hostel property at 1247 West Avenue and was financed with a $98 million loan from Northwind.

The proposal follows a change in the development team. The site was previously advanced by Michael Stern of JDS Development Group, which was part of the earlier development team before Stern exited the project earlier this year. Terra later assumed control of the development, while RG Development Group and GV Development remained involved as partners.
Plans call for 106 luxury condominium units averaging nearly 3,500 square feet in size. The project’s two penthouses are planned to include rooftop pools and a private amenity deck. Additional components include underground parking, a 2,685-square-foot commercial space on the ground floor, and tropical gardens maintained by pollutant-filtered bioswales.
As part of the previously approved overlay zoning agreement, the development team is required to complete its portion of the Baywalk and redevelop the Bikini Hostel property across the street into a city park. The hostel property was previously utilized as a shelter by the Miami-Dade Homeless Trust.
During the Design Review Board meeting, more than a dozen Miami Beach residents, many of whom own homes on the west side of Miami Beach, spoke in favor of the proposal. The developer also committed to mitigation measures related to demolition and construction impacts, including washing nearby cars and windows.
Baywalk plans are currently under review by the U.S. Army Corps of Engineers and the State of Florida. The development team is additionally negotiating with neighboring Bayview Terrace regarding the construction of a Baywalk segment behind that property, though the issuance of a certificate of occupancy for the new tower would not be contingent upon reaching an agreement.
