Developer Aims to Proceed with 36-Unit Workforce Housing Project at East 21st Street and East 4th Avenue, Hialeah, Florida

A developer wants to proceed with an affordable housing development along some elevated train tracks in Miami-Dade County.

Two weeks ago, a proposal from Pine Development went before the Miami-Dade County Committee for a low-rise project – specifically, a four-story structure with 36 apartments. County records show that officials chose to defer the vote, though it already has federal approval.

Residency would be reserved for households earning up to 120 percent of the area median income (AMI); by Miami-Dade County standards, this would be capped at $148,680 annually for a four-person household. Most of the units would span 500 square feet. Realization Architects designed the building.

In addition to the apartments, there would be 1,500 square feet of ground-floor retail and 47 parking spots. Most of the 1.47-acre build site is vacant; upon completion, only 20 percent of the land would be for residential use. Some of the parcel would be transformed into a public park.

Miami-Dade County is a hotbed for evolving workforce housing developments right now. One of those projects intends to replace the shuttered Barclay Hotel with a 105-unit workforce development. Another is Perrine Estates; of its 192 units, 12.5 percent will be workforce housing.

If brought to completion, the 36-unit apartment building would be located on the corner of East 21st Street and East 4th Avenue, Hialeah, Florida, 33013, in Miami-Dade County.
