As it stands, the Celtic Apartments in Palm Springs is a mostly vacant multi-family complex built in the early 1990s. Yet, a developer hopes to expand the number of units by 325 percent with the addition of 26 residences, bringing the total number of homes to 46.
According to the South Florida Business Journal, 17 homes would be available to those earning up to 140 percent of the area median income (AMI). Palm Beach County records report that a four-person household could generate no more than $149,940 a year to qualify. The homes would be divided among two three-story buildings and have 93 parking spots, averaging to about two per unit.

CP 4489 Davis LLC and Housing Partnership owns the 2.46-acre property. Boynton Beach-based Alexis Knight Architects is designed the complex. WGI, the planning firm, is representing the developer’s application. The Palm Beach County Zoning Commission intends to review the Celtic Apartments’ proposal on February 6th, where it will consider a combined density increase through workforce housing programs and a Transfer of Development Rights.
