41-Story Tower Proposed at Former Mexican Consulate Site in Brickell, Miami

A pre-application has been filed with Miami-Dade County planners for a 41-story mixed-use tower in Brickell, set to rise on the former site of the Mexican Consulate. The proposal, submitted by CF TSG Brickell, LLC, includes 544 residential units, with approximately 12.5 percent designated for workforce housing, along with 9,445 square feet of ground-floor commercial space and 421 parking spaces.

The property is located at 1399 SW 1st Avenue, 84 SW 13th Street, 82 SW 13th Street, and 68 SW 13th Street, totaling approximately 44,428 square feet, or 1.02 acres. It sits at the northeast corner of SW 1st Avenue and SW 14th Street, within the Metromover Subzone of the Rapid Transit Zone (RTZ), and is currently improved with a building that served as the Mexican Consulate prior to its relocation to Coral Gables in 2023.

The proposed 434-foot-tall                                                                                                                                                                                                     tower is being advanced under Miami-Dade County’s RTZ framework, specifically the Metromover Subzone. The RTZ allows for increased development capacity near major transit corridors in exchange for pedestrian-oriented design and workforce housing provisions. Under these guidelines, the applicant must obtain zoning approval through a Special Exception by the Board of County Commissioners, followed by Administrative Site Plan Review.

Arquitectonica is listed as the architect for the project. The current plan includes an unlined four-level parking garage, with a leasing and administrative office and a resident-only grab-and-go area on the ground floor. Two floors of amenities are planned on Levels 6 and 7, which will offer a fitness center, spa, lounge, work area, and an outdoor pool deck with event lawn.

According to the applicant’s letter of intent, the development aims to support Miami-Dade’s Comprehensive Development Master Plan goals by increasing residential density in the urban core, promoting mobility, and enhancing the pedestrian experience in proximity to transit. The site is within walking distance of the Brickell Metromover and Metrorail stations and is positioned to reinforce the area’s role as a designated urban center.

A previous proposal for a 70-story tower on the property was announced in 2020 by a partnership between TSG and Continuum Company but was never realized. The current plans mark a more focused, transit-oriented redevelopment effort aligned with the RTZ’s long-term land use policies.
