Miami Beach City Commission Grants Final Approval to Terra’s Redevelopment of the Historic Deauville Hotel Site

On Friday, June 27, the Miami Beach City Commission granted final approval to Terra’s redevelopment plans for the historic Deauville Beach Resort site at 6701 Collins Avenue in North Beach. The vote concludes the required development agreement and land-use approvals, clearing the way for a transformative project that includes a new residential tower designed by Foster + Partners and a partial reconstruction of the hotel’s historic elements.

The approval marks the City’s final sign-off on the overall development program, including zoning, building height, and public benefit commitments. With these entitlements now secured, the project will proceed to a design review by the Historic Preservation Board later this year, during which preservation components and architectural details will be evaluated.

Terra plans to deliver a reduced-density development with infrastructure upgrades, public access improvements, and meaningful community investment. Key public benefits include two new pedestrian connections to the Miami Beachwalk, 150 public parking spaces, enhanced stormwater systems, traffic improvements, and a $7.5 million contribution toward the revitalization of the Byron Carlyle Cultural Center.

The property is also projected to generate more than $16 million annually for the North Beach Community Redevelopment Agency, creating long-term funding for neighborhood reinvestment.
