Construction has started on Palm Lake Urban Sanctuary, a venture led by Newstar Development, Palm Lake Christian Church, and the Pinellas County Housing Authority. The affordable housing project is set to host 86 units in four stories.
St. Pete Rising reports that residency will be available to households earning 30 to 80 percent of the area median income (AMI). Per Pinellas County, as of 2024, the median family income was $92,000. Although the community’s site is designated as “Neighborhood Suburban,” legislation regarding affordable housing has made the project possible despite the label.

Amenities at Palm Lake Urban Sanctuary (also called “PLUS”) include energy-efficient appliances, more than 60 surface parking spots, and electric vehicle charging stations.
Brooks & Freund is the general contractor. It doesn’t have an estimated completion date for the project, although communities of this scope generally take 12 to 18 months to complete. PI Architects, Tampa Civil Design, and OutsideIn Architecture LLC were involved in the project’s design.
PLUS has undergone some changes since its initial proposal. Previous plans called for eight buildings: a three-story structure with 72 units and seven one-story villas.
Palm Lake Urban Sanctuary is unfolding at 5401 22nd Avenue North, St. Petersburg, Florida, 33710, in Pinellas County.
