Related Urban and Tampa Housing Authority Complete Canopy at West River in Tampa’s West River District

Construction has officially completed on Canopy at West River, a 384-unit affordable housing development delivered by Related Urban Development Group in partnership with the Tampa Housing Authority, and a ribbon cutting ceremony is taking place today at 10:00 a.m. in Tampa’s West River district.

The event marks the full completion of the two-phase development, which consists of four contemporary residential buildings known as Towers 1 through 4. Located along North Delaware Avenue between West Chestnut and West Main Street, the project advances the long-term redevelopment of the 44-acre West River site in West Tampa.

Phase 1 includes Towers 1 and 2 and delivers 196 affordable units. Phase 2 adds 188 units across Towers 3 and 4, bringing the total residential count to 384 newly built apartment homes.

Attendees at today’s ceremony include Tampa Mayor Jane Castor, Tampa Housing Authority President and CEO Jerome D. Ryans, and Related Urban Development President Albert Milo Jr.

“Today marks an important milestone for Tampa—not only are we expanding access to high-quality affordable housing, but we’re also setting a new standard for what’s possible through public-private collaboration,” said Tampa Mayor Jane Castor. “Tackling our city’s affordability crisis remains a top priority for my administration, and this community serves as a powerful example of how thoughtful redevelopment can drive meaningful economic and social progress.”

The community offers a mix of one-, two-, three-, and four-bedroom residences designed with efficient layouts and modern finishes. Apartment interiors feature open floor plans, luxury vinyl tile flooring, granite countertops, stainless steel appliances, wood cabinetry, in-unit washers and dryers, and private balconies in select units.

On-site amenities include a community room with a kitchenette, a game room with television, a business center with computer and internet access, and fully equipped fitness centers. Additional features include secured access-controlled entry, smart home technology with keyless access, EV charging stations within the parking garage, and a future NFL Alumni Obstacle Course.

Homes at Canopy at West River serve residents earning between 22 percent and 80 percent of the area median income. Long-term affordability is supported through a combination of Project-Based Vouchers, Rental Assistance Demonstration programs, National Housing Trust Fund financing, and Low-Income Housing Tax Credits.

The project forms part of the broader West River Redevelopment, a public-private partnership between Related Urban and the Tampa Housing Authority aimed at replacing aging public housing with a mixed-income community while investing in infrastructure and neighborhood connectivity. Canopy at West River Phase Two represents the 10th of 15 phases within the 150-acre master plan, which is expected to deliver approximately 2,188 residential units at full buildout, including both income-restricted and market-rate housing, along with roughly 160,000 square feet of retail and office space, parks, and community amenities. Former residents are being given leasing priority as redevelopment continues under the City of Tampa’s InVision Tampa initiative.
