3rd & 3rd Tops Out At 235 3rd Street South In Downtown St. Petersburg

Construction has topped off on 3rd & 3rd, a 33-story, 375-foot mixed-use development at 235 3rd Street South in downtown St. Petersburg. KAST Construction is serving as the general contractor for St. Pete-based developer Echelon in partnership with Third Lake Capital, with design by Baker Barrios Architects. The tower rises at the northwest corner of 3rd Avenue South and 3rd Street South, directly across from the Publix-anchored University Village shopping center and adjacent to EVO, a 23-story residential tower completed in 2023. Upon completion, 3rd & 3rd will yield 262 apartment units, a 330-space parking garage, and approximately 15,000 square feet of ground-floor retail space, placing it among the ten tallest buildings in the city.

Recent aerial photos show the full concrete shell standing above the surrounding downtown context, with the KAST tower crane still in position at the building’s core and scaffolding remaining on the upper floors. Glazing installation is progressing on the lower residential and podium levels. The angular balcony slabs are visible throughout the residential floors, projecting outward from the concrete frame at each level, with the elevator core cladding prominent along the building’s spine. Tampa Bay is visible in the background from multiple vantage points.

The project was first announced in September 2022 and received approval from the St. Petersburg City Council later that year, with construction beginning in early 2024. Vertical construction was preceded by a foundation pour of approximately 4,000 cubic yards of concrete, requiring between 380 and 420 truck deliveries during a 12- to 14-hour continuous pour, one of the largest such pours completed in the city. The topping-out milestone comes roughly one year after that work concluded.

The residential program includes 262 apartments ranging from studios to two-story penthouse units on the top floor. Amenities on the eighth-floor deck will include an outdoor pool, cabanas, fire pits, and a large TV wall, with indoor amenities including a Trackman golf simulator, fitness center, community kitchen, coworking spaces, and conference rooms. The facade is composed of large angular balconies, floor-to-ceiling windows, and a modern exterior treatment with darker accents along the podium and base. All American Windows and Doors and ADCO Installers are handling the glazing scope. Retail space at the ground floor is being marketed through Axxos Commercial. The project is expected to receive its temporary certificate of occupancy in October or November.

3rd & 3rd is one of several active projects in Echelon’s St. Petersburg pipeline. KAST is currently constructing the 14-story, 363-unit ClearView tower at Echelon City Center in north St. Petersburg. Echelon has also received approval for a 31-story twin-tower development at 800 2nd Avenue South, which would deliver 824 market-rate apartments and more than 35,000 square feet of ground-floor retail across more than 1.5 million square feet of total development, with a groundbreaking expected later this year.

    Horrible. Downtown St Pete used to be beautiful, with so much character. Now, its a bad version of Miami.
