Crane and Foundation Permits Filed for Ora Hotel and Residences in Tampa

Ora Hotel and Residences is moving closer to groundbreaking at 1101 East Jackson Street in downtown Tampa, as recent filings show crane and foundation permits progressing through review. The 39-story mixed-use tower is being developed by ARC Realty Group, Prosper Group, and Sunwest Construction, with design by Adache Group Architects.

The latest permit activity was first reported by Floridian Development. The filings include multiple crane applications submitted to the Federal Aviation Administration, along with foundation and utility permits that indicate continued progress toward the start of construction.

FAA filings include an application for a 250-foot crawling mobile crane intended for deep foundation work, with a proposed operational window from August 1 through July 2027. Two additional applications call for tower cranes rising 508 feet and 532 feet, with installation scheduled to begin March 1, 2027 and remain in place through late 2029, outlining the anticipated timeline for vertical construction.

The development is planned for a three-parcel assemblage just north of the Water Street Tampa district, fronting East Jackson Street and North Brush Street. The site was assembled earlier this year through a $22.5 million acquisition, allowing the development team to advance pre-construction activity.

Ora Hotel and Residences is planned to yield 658 total units, including 627 hotel suites (floors 17–35) and 31 private residences located on the top four floors. The project is structured as a condo-hotel with short-term rental use permitted without restriction. Additional components include approximately 16,000 square feet of ground-floor retail space, more than 15,000 square feet of convention space, a 10,000-square-foot restaurant, and 550 parking spaces. As of late 2025, the project had already secured over $200 million in presales.

The tower is expected to rise approximately 465 feet, positioning it among the taller planned structures east of Tampa’s central business district. Renderings depict a glass-clad structure rising from a multi-story podium, with hospitality, residential, and amenity levels integrated throughout the building. Planned amenities include a rooftop pool deck, spa and fitness facilities, and supporting indoor and outdoor common spaces. A rooftop helipad is also included in the plans.

Originally targeting a March 2026 groundbreaking, the timeline has shifted, with a summer start now anticipated pending final approvals. Recent permit activity and filings indicate that the project is entering the final stages of pre-construction ahead of site mobilization.
