Construction continues on The Bluffs, a high-rise luxury apartment building in Clearwater. Sitework started earlier this year; general contractor Moss Construction intends to have the project completed by summer 2028.
The Bluffs is set to measure 28 stories above grade and comprise close to 630,000 square feet of new construction. Plans call for 400 market-rate residences and retail.

Communal amenities include a 30,000-square-foot deck and resort-style swimming pool, putting green, and multiple fitness areas. Additional features include a rooftop sunset lounge and co-working space. Aside from the residential aspect, The Bluffs will host 12,300 square feet of ground-floor retail and 440 parking spots.
Behar + Peteranecz Architecture is the architect. The Gotham Organization is the developer. The New York-based firm will invest more than $85 million to make its project possible. Voters approved the sale of the build site in 2022; it was acquired for $9.3 million.
The Gotham Organization’s website shares that The Bluffs is a public-private partnership with the City of Clearwater. The Bluffs is located at 100 and 150 S. Osceola Avenue, Clearwater, FL, 33756, in Pinellas County. It will occupy the former site of Clearwater’s City Hall, which was demolished in 2019.
