Construction is complete on Flagler Station, a groundbreaking $33 million affordable apartment community at 991 Banyan Boulevard in downtown West Palm Beach, Florida. Designed by Corwil Architects with interiors by B. Pila Design and developed by Housing Trust Group (HTG), this project is a monumental achievement, addressing the city’s pressing need for affordable housing. This public-private collaboration introduces an innovative concept of affordable living. Flagler Station comprises 94 apartments for incomes from 30 to 80 percent of the area’s median income. With rents ranging from $393 to $1,689, this community aims to accommodate diverse residents near major rail stations for seamless connectivity. The Rinaldi Group was the general contractor, and WGI, Inc. was the civil engineer and landscape architect.
Flagler Station’s completion is a milestone in addressing West Palm Beach’s affordable housing challenges. As the city’s first new affordable apartment community in three decades, the project demonstrates the commitment of HTG, the City of West Palm Beach, and Palm Beach County to providing accessible housing options.

On August 7, a grand-opening ceremony marked the successful completion of Flagler Station, attended by key stakeholders, including Matthew A. Rieger, President and CEO of HTG; City of West Palm Beach Mayor Keith A. James and District 3 Commissioner Christy Fox; State House Representative Jervonte ‘Tae’ Edmonds; District 88; Executive Director Jonathan Brown from Palm Beach Housing & Economic Development Department; and Board Chairman Mario Facella of Florida Housing Finance Corporation.

“With a thousand people moving into Florida each day, investment in affordable housing has never been more essential,” said Rieger. “Flagler Station will provide much-needed housing for West Palm Beach’s service workers, first responders, teachers, and other lower-wage workers who play vital roles in the city’s economic success, but simply can’t find adequate, well-priced apartments near their jobs.”
Amidst rising rents, Flagler Station is a pivotal project. With West Palm Beach’s average rent surging by over 40 percent since 2020, the development addresses the city’s housing affordability crisis, providing a sustainable living option.

Flagler Station, an eight-story, high-rise apartment complex at 991 Banyan Boulevard, offers one-, two-, and three-bedroom units, accompanied by a 3,200-square-foot multi-purpose clubroom, rooftop pool, fitness center, and parking.

Flagler Station’s name pays homage to Henry Flagler, the visionary behind the Florida East Coast Railway (FECR). A linear park with original artwork and murals incorporating defunct FECR tracks creates a unique urban space. The building’s architectural design mirrors the “brutalist” style that characterized the Old West Palm Beach City Hall and Federal Courthouse buildings, blending history with contemporary living.
