Miami-based 1140 East Owner LLC has secured a $43.3 million construction loan for an affordable apartment complex in Hialeah. The Nexus Leah is set to measure eight stories above grade and comprise 189 apartments. Communal amenities would include a swimming pool, co-working space, fitness center, and children’s playground.
While our sources don’t outline specifics, Miami-Dade County defines affordable housing as housing that is available to buyers or renters earning at or below 140 percent of the area median income (AMI). By these metrics, a four-person household could earn no more than $173,460 to qualify for residency. Miami-Dade’s median household income was $87,200 as of May 2025.

Developer 1140 East Owner LLC purchased the build site for $3 million in 2022. It once hosted an automotive building that has since been demolished. After acquiring the site, the developer submitted rezoning plans that would redesignate the site from “industrial” to “transit-oriented development.” The Nexus Leah itself is near a Metrorail/Tri-Rail Transfer Station in Hialeah.
Initial plans for the build site called for 138 apartments with retail in eight stories but plans later shifted. The Nexus Leah is planned for a 2028 completion at 1140 E 25th St, Miami, FL, 33147, in Miami-Dade County.
