Related Urban and Orange County have completed Residences at Emerald Villas, a 90-unit affordable housing community at 5845 El Segundo Way in Orlando’s Pine Hills neighborhood. The development marks the third and final phase of the Emerald Villas campus, bringing the property to full build-out with 450 affordable apartments directly across from Evans High School. Related Urban, the affordable housing division of Related Group, developed the community in partnership with the Orlando Neighborhood Improvement Corporation and Orange County.

The newly completed building serves households earning between 50 and 80 percent of the Area Median Income. Two-bedroom residences start at $1,306 per month. The project was supported by $2.5 million from Orange County’s Affordable Housing Trust Fund and $4.5 million in federal American Rescue Plan funding.
The completion of Residences at Emerald Villas concludes a multi-phase redevelopment effort spanning several years. Phase One delivered 264 affordable apartments, while Phase Two added 96 units of affordable senior housing. The final phase contributes an additional 90 apartments for working families, completing the 450-unit campus along Pine Hills Road.

Residences at Emerald Villas features apartments finished with granite countertops, stainless steel Energy Star-rated appliances, and contemporary interior finishes. Community amenities include a fitness center, a technology-equipped work lounge, landscaped open space, walking trails, and access-controlled entry.
The project is located across from Evans High School, Florida’s first designated community school and one of Pine Hills’ longstanding civic institutions. Founded in 1952, Pine Hills was among Orlando’s earliest suburban communities and today is home to more than 60,000 residents.
Residences at Emerald Villas is the third affordable housing development delivered this year through Orange County’s Housing For All initiative. Earlier completions include Whispering Oaks, a 192-unit affordable housing community, and Barnett Villas, a 156-unit development, both located in Pine Hills.
