Developer Proposes 16-Story Mixed-Use Tower for 446 4th Street South, St. Petersburg, Florida

The St. Petersburg Development Review Commission intends to review plans for a mixed-use high-rise tower on September 2nd. If approved, the venture would replace a commercial building that hosts a kidney dialysis center.

The Beach Company wants to proceed with a 16-story building that would feature 165 apartments, along with 3,200 square feet of ground-floor retail space. Both residents and retail guests would have access to 176 parking spots in a covered garage; there would also be 178 bicycle spaces.

Housing Studio is the architect. Renderings from the North Carolina-based firm show that the building’s façade would sport metal paneling, impact-grade windows, and a stucco finish. St. Pete Rising reports that the design concept “draws from Art Moderne and historic warehouse architecture.”

This isn’t the first time that the St. Petersburg Development Review Commission has approved plans for the 0.7-acre site. In early 2025, the Commission approved plans from Stadler Development that called for a 21-story tower with 213 apartments and 2,250 square feet of ground-floor retail.

New plans call for a 50-foot height reduction and eliminating the number of apartments by about 22 percent. If approved, The Beach Company’s venture would occupy 446 4th Street South, St. Petersburg, Florida, 33701, in Pinellas County.
