Developer Seeks $6M CRA Incentive for 121-Unit Mixed-Use Project in Historic Sistrunk Neighborhood in Fort Lauderdale

A local developer is seeking $6 million in incentives from the Fort Lauderdale Community Redevelopment Agency (CRA) to support a mixed-use development in the Historic Sistrunk neighborhood. The proposal, part of the CRA’s Development Incentive Program, aims to stimulate economic growth in the historically Black community just west of Flagler Village.

The CRA Board is set to review the request today from SJC Sistrunk LLC, a firm led by Sean F. Jones, vice president at Milton Jones Development, and his wife, attorney, and human resources expert Dionne E. Wong. The company owns the one-acre site at 801 NW 6th Street/Sistrunk Boulevard, currently occupied by a shuttered gas station and an old convenience store.

Plans call for a six-story development featuring 121 apartments, 6,800 square feet of retail space, and 143 parking spaces. Amenities will include a pool, computer room, and fitness center. In exchange for the incentive package, the developer has agreed to designate seven units for residents earning up to 80% of the area median income (AMI) and another seven for those earning up to 100% AMI. Additionally, the CRA would lease 2,000 square feet of retail space at a discounted rate of $5 per square foot, with the ability to sublease to a local business.

According to a CRA memo, workforce and affordable rents in the building would range from $1,388 to $1,753, while market-rate rents would range from $1,640 to $2,782. The apartments will range from 585 to 1,050 square feet, with 10 studios, 67 one-bedroom units, and 44 two-bedroom units.

The project’s estimated cost is $39.1 million, with a $21.5 million construction loan expected from Seacoast Bank. If the CRA board approves the deal, the developer would have 30 months to complete the project and maintain ownership for at least five years. The agreement would also prohibit specific types of tenants, including adult businesses, tattoo parlors, liquor stores, and massage parlors, from occupying the retail spaces.

Cohen Freedman Encinosa & Associates, based in Miami Lakes, designed the development, which Jones Construction Co. served as the general contractor. Jones has previously developed the 408-unit Regal Trace Apartments and the 24-unit Sun Garden Apartments in Broward County and proposed the Village of the Arts apartment complex in Progresso Village.
