Atlantic Pacific Proposes 11-Story Attainable Housing Project at 6016 NW 7th Avenue in Liberty City, Miami

A pre-application was submitted to Miami-Dade County on July 1, 2025, for Lofts at Carver Theater, a proposed 11-story mixed-use development located at 6016 NW 7th Avenue in the Liberty City neighborhood. The project is being led by Atlantic Pacific Communities in partnership with Miami-Dade County, with design by Corwil Architects.

The development would rise on a 20,071-square-foot corner lot at the intersection of NW 7th Avenue and NW 61st Street, directly across from the Audrey Edmonson Transit Village and the Miami-Dade County Transportation Hub. The site is zoned T6-8-O under Miami 21 and located within a designated Opportunity Zone. The Future Land Use designation is Restricted Commercial.

Plans call for an 11-story building with 71 residential units, approximately 4,200 square feet of ground-floor community space, and 74 onsite parking spaces, including one parallel space. Units would include 6 studios (421 square feet), 40 one-bedrooms (555 square feet), and 25 two-bedrooms (800 square feet). The project would also provide 73 bicycle parking spaces and pursue NGBS certification to meet County sustainability standards.

At least 40 percent of the apartments would be reserved for households earning 60 percent or less of Area Median Income (AMI), including units for residents earning below 30 percent of AMI.

To facilitate the project, Atlantic Pacific Communities is seeking the following warrants and waivers under Miami 21:

  • A warrant to allow an attainable mixed-income housing development with a maximum building height of 125 feet. The proposed building would top out at 115 feet 8 inches across 11 stories.

  • A warrant to allow structured parking within the second layer above the first story along all frontages.

  • A warrant for a 15 percent parking reduction, citing the site’s transit-accessible location and reduced car ownership among target residents.

  • A waiver to reduce required upper-level setbacks above the eighth floor, from 30 feet to 4 inches on the south side and 10 feet 11 inches on the west side.

  • A waiver for County review of the size, location, and materials of screening elements for the structured parking, all of which would be concealed from view.

Design elements would include passive ventilation, native landscaping, and architectural features referencing Liberty City’s historic character. The project aims to activate the NW 7th Avenue corridor with a contemporary, pedestrian-oriented presence.

According to the letter of intent, “The Project will be a signature attainable mixed-use infill development that will introduce sustainable design principles to support the multiple multifamily residential and commercial uses in the vicinity of the Property.”

The proposal supports Miami-Dade’s planning goals around infill redevelopment, housing diversity, and transit-oriented development. The site offers proximity to educational institutions, transit, civic services, and employment hubs.
