Rosso Development and Midtown Development, under the RM MP DEV VENTURE LLC, have filed plans with the City of Miami’s Urban Development Review Board for Midtown Park, a multi-tower mixed-use development set to rise across two phases at 3055 North Miami Avenue in Miami’s Midtown neighborhood. Encompassing approximately 1.17 million square feet, the proposal reveals the full vision for a long-anticipated project that will introduce residential, office, retail, and recreational spaces across several new structures designed by Arquitectonica.

The 4.6-acre property is located between North Miami Avenue and Northeast 1st Avenue, bounded by NE 29th Street to the south and NE 31st Street to the north. Currently vacant, the site was previously planned for a Walmart before being acquired by the developers from the retail giant for $26.4 million in 2019. Its central position places it at the convergence of Midtown’s retail corridor and Wynwood’s cultural district, within walking distance of The Shops at Midtown Miami and surrounded by a growing concentration of mixed-use and residential projects reshaping the neighborhood’s skyline.

The filing proposes a total of 924 residential units, 48,991 square feet of office space, and 106,651 square feet of retail uses, organized around a network of landscaped public plazas and pedestrian streets. The development will include 1,118 parking spaces primarily within on-site structured parking, along with 200 additional spaces allocated by easement across NE 31st Street at 50 NE 32nd Street for retail use. The total project area amounts to 1,172,377 square feet.

The project will be built in two phases. The first phase will deliver Midtown Park Residences by Proper, a 28-story condominium tower offering 288 units, ground-floor retail, and interiors designed in collaboration with Proper Hospitality. Sales are being managed by Fortune Development Sales, with pricing beginning in the low $700,000s. Concurrently, the developers plan to activate the southern portion of the site with a temporary two-acre pop-up venue operated by Ultra Padel, which will feature the largest padel club in the United States. This recreational facility will serve as an interim use until the start of Phase Two, which will include a permanent padel club integrated into the master plan.

Upon completion, Midtown Park will feature two 28-story towers, two 17-story towers, and a low-rise retail structure connecting the podiums to create a pedestrian-oriented urban environment. Designed by Arquitectonica, the master plan centers on two primary plazas—one fronting Midtown Boulevard and the other along North Miami Avenue—each conceived as civic thresholds enriched with native vegetation, shaded seating, and pedestrian-friendly paving treatments. “The project is designed to act as a connective tissue between the established retail core of Midtown and the cultural and entertainment momentum of Wynwood,” said Sherri Gutierrez, principal at Arquitectonica.

The architectural design features fluid balcony expressions inspired by the movement of Biscayne Bay, creating a distinctive silhouette along the Midtown skyline. The towers will incorporate floor-to-ceiling glazing and wraparound terraces to maximize light and views, while strategic setbacks at podium and tower levels will create elevated gardens, amenity decks, and fitness terraces. The padel club will occupy one of the landscaped podium levels, providing a social and recreational focal point within the development. The penthouse levels will include double-height volumes and private rooftop pools, and all mechanical systems will be fully screened to preserve the project’s clean architectural profile.

Landscape design is being led by Naturalficial, which has envisioned a multi-level green framework that integrates art, nature, and pedestrian experience. From the ground level to the upper terraces, the landscape ascends vertically, forming a living tapestry visible from the surrounding streets. Public art will play a prominent role in the development, with installations by Hernán Marina and Mariana Calezado incorporated into the plazas and lobby interiors. The residential lobby, designed by Meyer Davis Studio, will act as a gallery space with one hundred linear feet of transparent glass frontage, allowing art displays to remain visible from the surrounding sidewalks and park areas.

  2. The street level is really good, considering its Arquitectonica. Not a fan of the checkerboard triangular balconies on the northwest tower, however. Make one of the southern towers taller instead of two, and negotiate that holdout.
