Fort Lauderdale-based Affiliated Development has started construction on an affordable housing development in Broward County.
The Cove (not to be confused with the Cove Residences in Edgewater) will measure eight stories above grade and feature 376 apartments, 55 percent of which (about 206) will be designated as workforce housing for households earning at or below 120 percent of the area median income (AMI).
Affiliated Development is filing under the Live Local Act, which requires that only 40 percent of a project’s residences be designated as affordable to qualify for benefits. Broward County’s median income was $96,200 as of 2025, meaning that a four-person household could earn no more than $138,360 annually.

As noted, Affiliated Development is the developer. The firm recently secured a $74 million construction loan; Pacific Life Insurance Co. was the lender.
Before the start of construction, the Cove’s 1.82-acre build site hosted a hotel that went by a few names throughout its run, including The Link hotel and the Clarion Inn. It has since been demolished. Sitework is anticipated to take about 20 months, meaning the Cove’s first residents could arrive by spring 2028.
