Construction on the second phase of Flagler Crossing is expected to start by the end of this month. The multi-family housing development will comprise 180 Class A apartments. The Jacksonville Business Journal reports that at least 50 of the homes will be reserved for those earning 85 percent to 120 percent of the area median income (AMI).
